Men and Women of Malas, take note! By a vote of 66 to 24 (10 absent votes from Sanctus) the City-state of Umbra and the Council of Southern Malas has passed the following law. It was written by The Ministry of the Lord High Archon, Nathan Ap Waels and the Dark Sun Empire. This law has a duration of 6 months and after such a time, will be considered for renewal.

Heed our words;
Let it be known that from this, the eigth day of the sixth month and here-to-fore that taxes will be levied on all of the following items and persons whom reside in, pass through or conduct business on the Southern continent of Malas and at the following amounts.
[Article 1:]
A property tax shall be levied on residents of the southern continent. Residences inside the city limits of Umbra will pay a monthly tax of 2.00% of the home's estimated value. Any business will make a monthly 10% tithe to the Empire. Residences outside the city limits will pay a monthly property tax of 2.55% of the property's value. The entire property is evaluated to reflect properties containing small businesses.
[Article 2:]
A business tax shall be levied on all those making purchases on the Southern Continent of Malas. Residents of other parts of Malas will pay an additional 2.50% sales tax. Residents of Trammel will pay an additional 4.00% sales tax. Residents of Felucca will pay an additional 4.75% sales tax. Residents of Ilshenar will pay a 1.25% sales tax. Citizens must prove that they are a resident of the Southern Continent by visiting the Department of Registration located in Umbra and having a copy of your property deed notarized by the Department Chair.
[Article 3:]
A traveler's discount will be applied to those non residents of the Southern Continent wishing to spend more than one full day in the city of Umbra. A 5.00% discount is applied to all purchases over 2,100. These discounts are to be distributed and managed by establishments which provide lodging such as Inns.
[Article 4:]
The brandishing, drawing or sale/purchase of restricted, limited or banned weaponry is strictly prohibited. Any merchant discovered to have made a sale of any category of contraband will have an incremental tax levied on him or her. The first offense entails a replacement 25% tithe amounting to no less than 10,000. Second offense entails a 40% tithe to amount to no less than 35,000. Third offense placed a permanent 50% tithe on all sales which will amount to no less than 50,000 every month. And subsequent violations will incur a 5% hike in the tithe and a 5,000 increase in the minimum amount.
[Article 5:]
A portion of all property taxes, tithes and sales taxes will be alotted to reform, develop, improve and expand the City of Umbra, her facilities, and the logistic foundations of the southern continent of Malas. A committee will examine the distribution of these moneys every month. A budget will be prepared and strictly adhered to. This budget will be available for public viewing at the city offices.

Sadira was on some errands to Luna. She had to gather some supplies to work on some of her cooking skills. Her memory slowly returning to her, she was recalling things like her parents...her family. Though her time in Sanctus before her memory loss was still jumbled and confusing for her. She came across a small grouping of merchants reading a parchment. She waited til all had read it and heard their comments. As they small crowd departed from the area, she made her way up to the board. Her eyes gazed over the article. Suddenly she turned white as she reached up for the parchement. She ripped it down and just glared at the signature. Her stomache churned slightly as she became abit sweaty. She quickly folded the paper and put it in her pouch. She then quickly made her way out of Luna and back to Sanctus. She needed to speak to Zarlox. She was told things about the man who signed that paper. And this could mean more strife in her life possible, if the man were truly alive. _________________ "Nature gave man two ears but only one tongue. Lord Myrdra,
I have received a letter from your council along with the document presented by the Council of the Southern Continent. The City of Sanctus does not recognize the council you represent nor want to hold a seat on it. Therefore, no citizen of Sanctus shall pay any tax that the Council of the Southern Continent impose. I do ask that all appraisers remain out of Sanctus structures unless authorized by the proper Sanctus officials. Failure to do so shall result in arrest and prosecution to the fullest extent of Sanctus law. Thank you and good day.

Lord Chancellor and Chief Justice Spawn,
It is the wishes of the Ministry to respect your decision not to participate in the Council of Southern Malas. Your votes will be redistributed amongst the remaining parties of the Council. The Council must still recognize however, that "the crumbling continent" is still part of the Southern Continent and will be considered as such for our purposes.
I must formally request however, that independantly contracted appraisers be allowed to visit the Sanctus and the surrounding area. We would be happy to follow procedure to obtain the necessary authorizations. We wish to count the estimated property values in our estimates and figures regardless of your participation.
Should this be such a poorly timed inconveniance, we would not object to the City-State of Sanctus performing its own internal appraisal of property value and submitting it to the Council. We would be happy to supply you with the suggested format. We await your communication and hope you will reconsider joining the Council.

Lord Myrdra,
I appreciate that your council's understanding our standing in regards of holding a seat on it. However, I must deny your request for the appraisers to conduct their business within our city. We do not believe in the taxation of people without proper representation. Your appraisers and anyone of the council can come to Sanctus but they shall not conduct any procedures concerning your council's proposed taxation law. If such business is carried out within our city, legal action shall be taken against the persons involved. You may do whatever you wish concerning lands outside of Sanctus but I do ask that you and your council keep it out of our city. Thank you for your time. Good day to you Lord Myrdra.
