Thrax, seeing the door open, looked up from his desk as he sat writing. Ishtar, dressed in her nightgown, entered the room holding a candle aloft. The flickering light added its illumination to that of two other candles, making visibility slightly greater than dim. "You are up late dear. What has you so occupied?" she asked him.

He placed the quill he had been holding back into an inkwell and pushed his chair back slightly to stand up. "Look at this," he told her. She moved closer to examine what he had been writing...

"ARTICLES OF THE COMMONWEALTH OF YEW

I. DISSOLUTION OF THE ARISTOCRACY

A. The existence of, or reinstablishment of, an aristocracy, by
whatever name it is known, referencing a nobility class
is hereby and officially proscribed.

B. Under Commonwealth law, no citizen of Yew shall have a
higher social standing, or rights, above any other *citizen.

*The term "citizen" describes any native of Yew or one
who has been residing within the precincts of Yew for
a period of not less than ten years.

II. ESTABLISHMENT AND RULES OF PARLIAMENT

A. Yew shall be governed by a parliament consisting of
members lawfully elected by popular vote from among
the citizens.

B. Members of Parliament shall be chosen, one for every
one hundred citizens of *voting age based on the current
census.

C. Parliamentary elections shall be held once every five
years.

D. Each parliamentarian shall have one vote to cast on
all issues pertaining to the state and its welfare.

E. Parliament shall formulate and implement laws
that have passed by a two-thirds majority vote of
the membership.

F. Parliament may overturn any veto by the Prime
Minister with a two-thirds majority vote.

G. Parliament may remove a Prime Minister by a
two-thirds majority vote of no confidence.

*Voting age shall begin at 20 years of age and is
open to members of both sexes.

III. THE OFFICE OF PRIME MINISTER

A. From among the Parliamentarians, a Prime Minister
shall be elected once every five years by the members
of Parliament no longer than one week after the
election is held, barring any election contestations.

B. The Prime Minister may serve no more than two
consecutive terms, but may serve any number of
terms non-consecutively.

C. The Prime Minister may veto any law passed by the
Parliament, though it may be overturned by the
Parliament."


...He had stopped there.

"It is merely a rough draft. What do you think?"

Ishtar smiled. "This is truly your dream, isn't it?"

"It has been, all my life. For me, and other than you and the children, Yew is my world. The thought of strangers running it and running it into the ground fills my dreams with nightmares, and my days with despair."

She caressed his face softly. "Never despair. Dreams are the substance of hope, and hope is a step closer to reality."

He smiled and sat back down.

"I leave you to your work. Good night," she said softly, blowing him a kiss.

"Good night my love."

And then he went back to his writing.
