A shell of a man approaches you adorned in a tattered suit once of high value, his skin has taken on a greenish hue and flies whip about him constantly. Parts of his spongey flesh have completely deteriorated, blood stained bone now visible. With a raspy voice, he produces a scroll from his pouch belt and reads:

"Let it be known that as of this day, Horace Telver is no longer titled Mayor of Umbra. He has been deemed an insult to Oblivion, Umbra, and the lich lord. The Lich Lord Admoreth has deemed one named Konrad Ne'Sveti worthy of governing Umbra and her surrounding territories. Let his control over The Black city of Oblivion bring nothing short of glory to the Order of the Ebon Skull."

As he rolls up the parchment, the herald slinks down the road to deliver the news to the next city.
