9pm: King Blackthorn arrives, and notes Governor Rain's condition- she has been transformed into a wolf spider, and is unable to speak. A book Lady Rain presented explains the situation, that the wolf spider transformation enabled her to endure the scorpion poison she had been afflicted with. His Majesty mentions that Sofina the Royal Investigator is looking for a cure as we speak, working with an old alchemist friend of hers to try to find a cure. His Majesty hopes that the alchemist is better with potions than Sofina is with investigating ancient tombs. His Majesty is pleased that the book also contains the report for Trinsic, and that Governor Rain is still able to execute her duties as Governor. His Majesty congratulates returning Governors, as well as congratulating the new ones.

9:06: Heckles the Jester arrives.

9:08: Lord Cogniac speaks for Serpent's Hold, commencing with the monthly arrow report. The first item of note is that scouts have reported that Governor Rain has been turned into a spider. Having been noted, he skips that part of his report. A "Grandpa Charlie" from Ilshenar reports that there is some magical runoff from an abandoned pig farm to the west of his location. He wishes to petition the King for respite from this scourge. Also in Ilshenar, the teleportation device for reaching the wyrm Sudiva has been encased in stalagmites. The Dragon is in good health. There is evidence of a third pirate party on Sudiva's beach. The Hold hopes that the King can assist in a cleanup to return Sudiva's habitat back to normal. His Majesty declares it to be a good project for Sofina. Reports from Covetous indicate fewer pirates appearing as time goes on. Stable prices for crossbow bolts have been maintained at 40 gp across all known purveyors. Arrow prices continue to fall due to the efforts of the Hold and their Strategic Arrow Reserve of Sosaria (S.A.R.S.). Thanks to the Reduced Pirate Numbers (R.P.N.), the "Lower the Ceiling" policy seems to have been effective. After the initial pirate appearance, prices on arrows burst up to 157gp per arrow, though prices were lowered back down to 120gp. Prices have been reduced to 110, then 100, 90, and down to 80 gp. There seem to be several Hot Spots of Arrow Price Activity (HSAPAs), including Luna, the Sea Market, and New Haven. The Great Reset plan will be initiated once the Pirate Catastrophe has subsided. At that time, prices will be lowered to 70, then 60 gp. The S.A.R.S. remains well stocked, despite the price lowering efforts. Cogniac concludes his report on The Arrow Situation.

9:23: Craig the Mongbat speaks for Jhelom, and declares his admiration for Heckles, praising his taste in shoes. Pirates, he says, are still going crazy, but relief seems to be on the horizon. Craig has employed some of his mongbat kin as lookouts. They all seem to have gone missing, speculation is they may be drunk on a roof somewhere. Craig concludes his report.

9:27: Governor Merlin speaks for New Magincia. The state of New Magincia is strong, despite the pirate troubles. Some buccaneers from New Magincia are being mistaken for the invading pirates. With the help of Trinsic artisans, the Governor's Mansion in New Magincia has been completed, and Governor Merlin offers generous thanks to Governor Rain for her help. Governor Merlin also cordially invites one and all over for punch and pie after July's meeting. Governor Merlin concludes his report.

9:33: Governor Happy Daze reports in for Minoc. Governor Happy thanks Governor Halister Marner of Moonglow for his generous donation to the Minoc treasury. The funds have helped increase the quality of life for the miners, as well as increasing safety measures. Supply chains are running more smoothly and returning to normal. Governor Happy does relate some concerning news: increasing numbers of elementals have been appearing. The miners have recently unearthed a hollow area within the mountain, and have awoken "something". There are low rumbles and the stench of sulfur. Heckles speculates something inappropriate. Mining efforts have been halted in that area to prevent volcanic activity, or awakening what might be slumbering under the mountain. The city of Minoc requests aid from the King to investigate the increasing seismic activity, or to aid in determining the source of the elementals attacking Minoc's miners. His Majesty promises to investigate, and seek a solution. Governor Happy offers to send miners to help break up the stalagmites which troubled Cogniac. Governor Happy concludes his report.

9:41: Governor Sandy Britches speaks for Britain. He states he is not sure how he ended up in the Britain Governor's chair, but he thinks the chairs are very nice. Much better than the stools in the mines or even in nice taverns. Some fellow miners and Governor Sandy recently returned from spending the past 2 months in a new vein in Mount Kendall. They drank to celebrate, and in a drunken wager, Sandy signed his name on the town stone as a candidate for Governor. He raises two points he would like to discuss: first, he issues a formal request to have Sofina the Royal Investigator relieved of her post. Governor Sandy accuses her of corruption, of taking bribes, and consorting with known criminals and brigands. Governor Sandy accuses Sofina of being seen with Ziggy. His Majesty asks Governor Sandy for proof of these accusations of treasonous acts, and Governor Sandy claims to have no such proof with him. His Majesty declares that before anyone is removed from their post, he must have hard evidence. If Governor Sandy brings that, a trial can be held for Sofina the Royal Investigator. The second point Governor Sandy raises is to declare that he is not cut out for the job of Governor, and that as a miner he knows when he is in over his head. His pun is appreciated. Governor Sandy recommends his friend Toni McStravick replace him, as she is at this point practically helping to run Britain with the aid she provides, and Governor Sandy mentions that some present may know of Toni from her past accomplishments in the ranks of Sanctus, and he continues to praise her positive qualities as a leader. Governor Sandy concludes his "report". His Majesty states his appreciation for Governor Sandy's honesty, boldness, and his report. He promises to handle the issue of the transfer of Governorship after the meeting. Heckles continues to make jests in the background, His Majesty promises to deal with him later.

9:50: Governor Rain of Trinsic is unable to speak, but her book contains her report. (Contents included at the end of this document for reference)

9:50: Governor Halister Marner speaks for Moonglow. As his first item, he issues his thanks to his friends present at the Governor's council table for assisting him, and he credits his election win to them. That said, he mentions that he has inherited quite a problem in Verity Isle, the most prominent being the remnants of the Council of Mages. Governor Halister accuses the Council of Mages of acting as a crime syndicate, extorting citizens of Moonglow and murdering those that cross them. The Knights of the Crux Ansata had much trouble removing them from the city itself, and engaged in several fierce battles with -blotch of ink- At this time, an odd old man in the crowd attacks Governor Halister, shouting "And I deliver a gift from the council. We can strike you anywhere. At any time. I deliver to you the gift of fear." Governor Halister quickly dispatches the assassin. The time is 9:55, and Heckles removes the corpse. Governor Halister continues, stating that while the city is cleared of major cells, Verity Isle is teeming with CoM activity. Over 70 citizens have been kidnapped, their whereabouts unknown. The Knights of the Crux Ansata suffer daily attacks. Governor Halister has granted the Knights full authority to enact justice as needed, but they are a force of war, not governance, he states. His Majesty asks if troops should be dispatched to Moonglow to assist. Governor Halister replies that Moonglow will manage, but if aid is required, he will ask it of the King. He proposes to establish a militia to defend the city, and a town council to administer it. His Majesty promises assistance should it be needed. Governor Halister concludes his report.

9:59: Governor Tatiana Thorn speaks for Skara Brae. His Majesty asks how that city fares, and welcomes the Governor back for another term. She states that coffers stay full and trades climb, and she declares that her heart and thoughts go out to those with troubles. Skara Brae as a city is blessed, she says, unless the city is hit by another meteor. Heckles declares these to be famous last words. His Majesty ignores Heckles' negativity, and says he is delighted to hear all is well in Skara Brae. Governor Tatiana concludes her report.

10:02: Governor Shadowyke speaks for Vesper, as His Majesty asks how that city fares. Governor Shadowyke begins by congratulating all new and returning Governors. She continues, mentioning pirate raids are dying down, docks are beginning to return to normal. Ziggy hasn't been heard from in a while, but what Governor Sandy said concerns Governor Shadowyke. With respect to what Governor Halister mentioned, Governor Shadowyke believes she can offer aid: the Night Watch of Vesper is a world class tracker, and may be able to help track down the missing persons. At this point Squints the Ranger appears, and declares his readiness to assist. Governor Shadowyke concludes her report.

10:06: Governor Rizan speaks for Yew. As the council session has run late, he proposes to give the short version of his State of Yew report, and tells His Majesty that the details will be included with the minutes for His Majesty to peruse at his leisure. Governor Rizan thanks His Majesty and the people of Yew for the honor and privilege of being allowed to serve on the council as Yew's representative to the Crown. Although no documentation or names of connections were left by the previous Governor of Yew, Governor Rizan has tried to establish connections with the Yew Militia and the Druids who base themselves in and around Yew. He has been unsuccessful so far, though believes doing so is of paramount importance given the threats that Yew faces. Bandits and brigands have a fortress between Yew and Skara Brae that they strike from, orcs have a fort within raiding distance of Yew, and undead trouble the city from both the crypts and unquiet cemetary. Liches roam the ruins which also, like the brigand fort, are near the road between Yew and Skara Brae. The fact that some orcs have been alchemically enhanced with Yuukburree brews makes them an even more potent threat. In addition, Azazel of the Fallen, Daemon of Odium, is still at large, though he and his cultists have been quiet recently. The dispersed nature of Yew's houses and buildings makes the city more difficult to defend from raids and attacks by the aforementioned parties, and Governor Rizan once again states his desire to connect with the Yew Militia and the Druids to help protect that city, as well as Britannia at large from mundane and magical threats. Since the Council of Mages are unwilling or unable to serve as magical defenders and advisors, Governor Rizan believes the druids could be strong allies on the mystical front. The Elves of the Heartwood have not been forthcoming with aid, and seem content to remain isolated behind their portal in the heart of Yew. Speaking on a more positive note, Governor Rizan thanks Governor Tatiana Thorn for her idea of using the Town Cryer to announce her tavern nights, and Governor Rizan says he will make use of that system to announce his weekly office hours (at time of writing, Tuesdays at 9pm EST) as well as which trade agreement Yew is currently participating in, for the convenience of prospective citizens. He also mentions a plan to announce a "Yew Needs You!" initiative through the Cryer, encouraging adventurers to help aid in the city's defense, crafters to volunteer to outfit the Militia, and others who desire to contribute to do so as their skills allow. Governor Rizan mentions that trade by land, in spite of the threats post by brigands, remains solid; however, trade by sea has been reduced to almost a standstill. Whether this is from the ongoing pirate threat, or from attacks by Ziggy, Governor Rizan can only speculate. Governor Rizan thanks His Majesty and fellow Governors for their time and concludes his report. (N.B.- Governor Rizan's portion of the minutes written after the fact rather than during the meeting.) 10:16: His Majesty opens the floor to the public, if any wish to speak. As no one does, His Majesty closes the first council meeting of the new session.

I woke up, not remembering anything, and I was a wolf spider.

These mysterious healers told me that turning me into a wolf spider was the only way to keep me alive while they search for the anti venom for the scorpion queens poison.

Apparently wolf spiders are 100% resistant to poison. So here we are, I am a spider *shivers*.

How can I walk my beautiful city each day as a gross 8 legged creature? I can't even speak!!

Yet somehow, our coffers are full and this amazing city is thriving. That is what keeps me going through this horrid ordeal. The hard working guards and our noble Paladins. Bwtween them and our amazing citizens, they keep our city going!

I was told that Sofia, the Royal Investigator, has been leading a charge in search for an anti venom that will cure the scorpion queens poison that has infested my blood. I do hope she can pull through soon! If she isn't able to pull off her mission, I may be stuck like this forever!
