On behalf of The Council, I have drafted and do present the following decree for the community to observe. The Council has decided, let it be so:

We, The Council, do hereby recognize the right of all to govern their peoples in an appropriate manner without undue interference. It is this inalienable right, which drives The Council in our decision.

The Council does hereby denounce any and all authority, which The Regent and his followers may have had, do now have or will ever claim over protected members of this council.

We, The Council, do hereby decree that the members of The Council will, from this day forward be our own guiding force. We recognize that we know what is best for ourselves and that no man, government or army should decide for us.

A member of the Britannian Guard's Honor guard devision, Jaime Lannister, enter's the Library within Lord Blackthorne's castle to greet Rufus in regards to the decree...

"M'lord, I think ye might want to have a look at this. It seems that Mage council has taken it's stance as nay recognizing the Regency's authority." Jaime slowly bow's his head, waiting for Rufus's reply...

Rufus smiled a bit, sitting upright at the desk before him. He scribbled a bit more in the book that lay in front of him and looked upward to Jaime.

"Well, I suppose these peoples are entitled to their thoughts. I doubt that they understand that the Regency does not interfere too much with the affiars of it's loyalists, nor does it dive deeply into the acts of the neighboring regions. Mayhaps I should hold council with a member of this organization. I should have someone inform them that we are nay offended by their decree, but will take their future actions into consideration and a watchful eye. Its often that those that disagree with this government have an interest in seeing it debated with...and eventually fall. We will keep an eye out, but diplomacy is the initial step..."

Jaime nodded, and turned, walking from the library. As Rufus sat, facing a window, he smiled a bit, mumbling to himself, "Trying times may come, but to stand firm and unified will hold us up. Let us not fight with, but stand up to those that disagree with us. For thier ignorance of thier presence is from their miseducation...or Greed. Mayhaps they'll find the paths that I preach of, and understand us...It shall be brought before the Loyalists.." Rufus shrugged a bit, and returned to writing in his book. Soon he would publish a work for the people again...
