“The time isss at hand..”

Delucia held much promise as Galnor walked through the town’s streets and surrounding wilderness. Another member of his Council, Ceinwyn, was with him as they both studied the town. After covering all of Delucia and its surrounding territory Galnor spoke of his plan with Ceinwyn. After some discussion the hour was at hand to bring Delucia under The Council’s watchful eye and tender care.

Galnor sat in his study and drew up the official decree:

Citizens of Delucia your time spent tucked away is drawing to a close. No longer will you just be a place considered a stepping-stone by many merchants and those attuned to the animals. From this point onward your town will be under the watchful eye and protective tender care of The Council lead by the Patriarch Galnor Bloodmoon. The council shall lift the burden of being left alone and well guide Delucia to a truly enlightened and utopian existence as The Council cares for you and educates you with its ideals and teachings. To do this The Council will be abolishing all law from the town and replacing it with the Council’s own set of laws. These laws pertain to all within Delucia and outlying area:

1. All forms of magick is allowed within the town proper and its outlying territory
2. Zero tolerance for acts of violence committed within Delucia and its outlying area and will be punished to the fullest extent with the exception of Self Defense.
3. No thievery will be tolerated however should a person labeled as thief take shelter within Delucia they are protected from outsiders as long as they are within Delucian territory and abide by the law of no thievery.
4. As The Council does not believe in the polarization of opposites, preaching, practicing and all other forms of worship of the Virtues or its anti, vice, by itself is forbidden when within Delucian territory. Please speak with the Patriarch or another council official before potentially breaking this law. Also any paladins of any particular faith of virtue or vice will be permitted to stay provided they do not break the above-mentioned law. Failure to do so will be viewed as an act against the city.
5. There will be no taxation placed upon the citizens of Delucia. Any form of charitable donation will be glady accepted.
6. All Delucian citizens are exempted from requiring a “Resource Permit”. However any and all foreign peoples or bodies wishing to use Delucian land for the purposes of Mining, Wood collection, and the collection of leather, feathers and meat must see the Patriarch for information on purchasing a limited time Permit. Please do not waste an animal if you must kill it for what it provides please take any salvageable meat which if not needed can be donated to Delucia through a representative of The Council. Any training to tame the wild spirits of animals do not require a pass unless they plan to extract resource from the animal. Permit checks will be frequent and failure to have a permit can result in the confiscation of the stolen Delucian property.
7. Sales, services, and any other kinds of help cannot be denied to any person or being. Discrimination based on Gender, race, belief, “town gossip” is strictly forbidden. The before mentioned list are just a few examples. Equal service and treatment to everyone.
8. The laws are subject to amending without expressly noting any additions or amendments made.

Delucia shall be a Town of enlightenment and truth. The above laws are to help ensure such and are for you, the citizens’ safety. Let all of us usher in a new renaissance for Delucia and be an example for others. The Council is here for you.



With decree in hand Galnor went to his private scribe and had copies of The Councils decree made enough for one on every major Delucian building. And as each copied was made Galnor Personally signed them

With that he went the following morning and mounted each decree carefully on every major building of Delucia.
