Spawn stood quietly watching the Sanctus soldier's training in the weekly drill session. Suddenly from out of the mountains came the lich lord known only as Norture. Surprised by his sudden appearance, Spawn walked up to the lich lord and company demanding to know their intentions. The Ebon Skull leader wanted to discuss law with an officer of Sanctus. Major Mordegan who was standing next to Spawn during the time informed Norture that the Chief Justice was the man he seeked. After words were exchanged, Spawn and the Lich Lord entered the Hanse's Hostel to have their discussion about the laws of both Sanctus and Umbra.

The discussion started out with Norture informing the Chief Justice that Umbra now had establish some sort of law. Spawn seemed interested that a city such as Umbra could have came up with law. For a few moments Norture told the Chief Justice of the laws of Umbra. One of the laws didn't surprise him, which was that the art of Chivalry was forbidden in Umbra. The lich lord finished his argument by revealing how they punish the offenders. Spawn was very interested at the fact that Umbra had such cruel punishments such as impalements and executions.

When Norture was finished explaining Umbra's laws, Spawn started to explain the laws of Sanctus. He started with the main concern between the two organizations which was the use of Necromancy inside Sanctus. Spawn stated that the art of Necromancy is forbidden within the city limits. The lich lord somewhat disappointed by this continued to write down what he would be saying. Spawn continued to explain that some laws were similiar those in Umbra especially dealing with murder, stealing and other offenses criminal in nature. But the Chief Justice did state that offenders in Sanctus do not face execution unless deemed needed.

When both sides were finished with their discussions, they went their seperate ways. Spawn returned to his office and began to write a report for General Zarlox and Major Mordegan.

Re: Meeting with Norture

As you know I had a meeting with the Ebon Skull's leader the Lich Lord known as Norture. The meeting was about the discussion of laws of Sanctus and Umbra. It seems The Ebon Skull has established a system of law within the undead city. The meeting first started out with Norture telling me the laws of Umbra. Some of them are similar to the ones of Sanctus except they have laws against the ways of the paladin like we have against necromancy.

Norture made it very clear that they will not tolerate people displaying the arts of the paladin within Umbra. He also stated that all "virturesworn" persons will report to a member of the Ebon Skull if they happen to enter Umbra. The Lich Lord also explained that their punishments will be as they see fit to the crime. Their punishments include impalements, ripping of flesh, cruel executions and unnatural rituals.

When it was my chance to explain the laws of Sanctus, I explained our stand on necromancy in Sanctus and that is forbidden in the city. I also told them to keep their sacrifices within their own city. Their rituals are allowed in Sanctus but they cannot be violent or use the art of necromancy. If I see that their rituals are a threat to Sanctus and it's peace, I will inform Norture to cease them immediately. The lich lord seemed very interested when I mentioned that all persons who enter Sanctus have rights.

I concluded the meeting explaining that all criminals have the right to a fair trial. He seemed somewhat interested in that as well maybe to a point he may attempt using trials in Umbra. We both came to agreement that if one from either side breaks a law in either city, they will be punished according to the law. We also agreed that if we see if that person is being mistreated, that side will use military action to extradite the prisoner. After explain Sanctus punishment, the meeting came to an end and Norture with compant left for Umbra.

Major, I suggest that members of Sanctus and her allies use extreme caution when entering Umbra. I also ask that the members of Sanctus respect the laws of Umbra inspite of how unusual they seem. I also would like to recommend Captain Aerie, Recruits Melior Rohannon and Penny for their excellent display during the meeting. I will inform you of any updates of this situation as they happen.
