A special courier delivers a sealed message to the palace of the Emperor Tai Kwan.
"Highness,
Live forever!
It is with great sadness in heart that I must bring this word to you.
My son and I have discussed recent matters and arrived at a conclusion: we hereby revoke the Pact of the Sword that you and I made together, thus severing the ties that bound us as co-members of the Tokunan Empire Alliance.
This is due to us being at cross-purposes on several important issues:
1. The Alliance/Empire is in conflict with the Regency, demanding the arrest of key members, one of whom is my sister, Queen Lilyth Noir. This I cannot countenance for obvious reasons. Even so, the members of the Regency are not guilty of the trumped-up charges made against them by both you and those of Sanctus.
2. We signed the Indenture with you and the Alliance under the full knowledge that it was to ensure that Sanctus was to be denied a base in Trammel, which would include their installation of any possible puppet regimes in Moonglow or any other town or city. Now we learn that a pact has been made with Sanctus by the Alliance, without our foreknowledge or consent, that will indeed permit the possible installation of just such a regime in Moonglow. And despite your insistence that it is only temporary or something profitable for others, whom I will not name, it is our belief that such things will not transpire as you say they will. In short, and forgive my abruptness, Highness, we feel as if we have been both slighted and duped.
Thus, our involvement with the Tokunan Empire Alliance is at an end. For myself and all Papuans, we thank you for your gracious aid, support and protection. You have helped us and the people of Papua achieve the following:
Raised the level of education to new heights: the people can all read and write.
Cleansed it of undesired elements bent on enriching themselves at the expense of the poor.
With your aid, removed the saurian threat from without
Tried and convicted antinomian miscreants bent on anarchy and chaos
Increased jobs, profit, the standard of living, and trade tremendously
I have also suggested to my son that he immediately proclaim Papua an open and neutral town. I do this to keep Papua out of war and unaffilated with any of its possible participants, which, unfortunately, includes the Alliance.
He shall continue to govern it as has been done in the past. You are all welcome to visit our fair town and enjoy its amenities at any time.
