9: King Blackthorn arrives, begins meeting. He begins by expressing his delight in learning that Governor Rain has been cured of both her poisoned condition, as well as her status as a wolf spider. He wonders whether to begin with the reports from Lord Cogniac or Governor Rizan, seeming to expect a long report from either. He will not be disappointed either way. He calls on the Governor of Yew to begin the meeting.

9:05: Governor Rizan speaks for Yew, mentioning he has six topics to cover this evening to follow up on issues he raised during the first council session. First, he mentions that when he was leaving the last council gathering, he found a note apparently fallen from the grip or pocket of the erstwhile assassin of Governor Halister Marner at the prior meeting, indicating that it was indeed a premeditated conspiracy and not a solo killer. Second, despite all efforts to make contact, no meeting with either representatives from the Yew Milita or any order of Druids could be arranged. The Elves of the Heartwood remain aloof and likewise refuse a meeting with the current Governor of Yew. Third, the Governor's office hours and the current trade deal for the city of Yew have been posted on the Town Cryer, and Governor Rizan states he is pleased to see several other Governors have followed suit in both hosting weekly office hours and posting their city's trade deals. Fourth, the Yew Needs You! campaign is in full swing. A book has been written with instructions for any who would lend their aid to battle the forces that threaten both Yew and Britannia at large, and the Governor keeps copies of that book ready to hand out at his office hours for any who seek additional information. Fifth, an initiative titled "Made in the Yew Sword Armory" (Made in the Yew S. A.) has begun, focusing on the finely carved bokutos made from the high quality woods coming from the forests of Yew. Governor Rizan wishes to promote swordsmanship, and the Yew woodworkers have increased production of exceptional quality bokutos, which Governor Rizan hopes Yew can become renowned for. To help promote this, one of the Yew craftsmen made an ornately carved bokuto out of Yew wood bearing the crest of King Blackthorn, which Governor Rizan presented to His Majesty on behalf of the woodworkers of Yew. Finally, Governor Rizan brings to the Crown's attention rumors of a large and savage beast spotted rampaging through the woods around Yew. It was described by foresters as a horse of immense proportions, that seemed to sprout a horn from its forehead which appeared to be a small oak sapling. Due to the nature of its unique tree horn, the creature was dubbed either a "Yew-nicorn" or an "Un-acorn", a debate which was hotly contested in the pubs and drinking halls of Yew between those who claimed to see it. His Majesty made note of this, and promised to send his Royal Investigator to try to learn more about this beast. Governor Rizan concludes his report.

9:18: Governor Shadowyke speaks for Vesper. She reports that she comes bearing ill news: Vesper has been stricken with an infestation. Dragon turtle hatchlings have become popular pets with the Vesper citizens; however, people don't seem to realize how large they grow. The hatchlings have been abandoned in the canals and rivers of Vesper. Reports are that they have begun to attack small boats and ships, which may explain the loss of the shipments of honey sent to Minoc in recent months. Governor Shadowyke brings this news to the council with the hope that the threat can be combatted before it grows too large to deal with. She fears they may soon become so large that they will damage the bridges of Vesper and block trade. His Majesty promises to send assistance as soon as possible. Vesper prospers aside from that issue, with no signs of Ziggy. The Governor notes that from this point forward, permits will be required to have dragon turtles, and His Majesty confirms that they are not intended as pets.

9:24: Governor Tatiana Thorn speaks for Skara Brae. She reports that Skara Brae has no issues, and the town coffers remain full, trade is steady, and the populace seems content. Governor Tatiana continues to host two tavern nights each week, one in Britain and one in New Haven, to support new adventurers. Governor Tatiana concludes her report.

9:28: Governor Halister Marner speaks for Moonglow. His Majesty inquires after his health, concerned in light of the attempted assassination last month. Governor Halister reports that Moonglow is flush with gold, resources, and armaments. The addition of Vesper's night watch has brought increased security to the city. Outside the city, war is still waged on the Council of Mages. Governor Halister mentions that he has had some trouble recruiting members for the Moonglow Militia, though some mercenaries have been persuaded by means of coin (and dental benefits) to join the cause. There has been no success in the effort to locate the 70 missing persons-- at this time, the Militia man that Governor Halister brought as a guard mentions that he *did* locate them- or rather, the location of the mage who tried to kill Governor Halister last month. The man, who is the faithful Janitor Scruff who has served Castle Blackthorn well, noticed that the erstwhile assassin had an address sewn inside the sleeve of his robe. Reluctant to mention the location, Janitor Scruff reports that he marked runes for the location, and Governor Halister asks Janitor Scruff to provide runes to all in attendance, including the Royal Scribe, for further investigation. Governor Halister proposes to investigate, and report the results at the next meeting.

9:35: Governor Toni McStravick speaks for Britain. She mentions that she is pleased to hear that Governor Rain has recovered from her poisoning, and hopes that she has a speedy recovery. As a new Governor, Toni is attempting to familiarize herself with the streets of Britain. She has noticed a considerable amount of refuse lining the streets of the capital city, and she speculates that this may have something to do with the attacks from the sea recently, doubtless referring to the attack by angered sea creatures at the P-arr-ty that was thrown in recent weeks, interrupted by an angry water elemental. The Governor continues, mentioning that recently some traders between Britain and Yew have been abandoning their wares and running. There is speculation that Unacorn might be involved in terrorizing the merchants, who described seeing only the trees and hearing roars unlike any they had heard before, which Governor Rizan mentions is consistent with what he was told by the foresters of Yew.

9:41: Governor Merlin speaks for New Magincia. The state of the city is strong. The pirates who attacked recently seem to have been defeated with the aid of the swashbucklers of New Magincia. This is in addition to the regular routine of keeping Scalis at bay. Due to the close ties between New Magincia and Trinsic, Governor Merlin's home city has sent whatever medical supplies they could to aid Governor Rain in her illness and recovery. Governor Merlin mentions once again that he would like to invite the Governors for punch and pie, but wishes to postpone until Governor Rain is well enough to attend as well. The animal stalls in New Magincia are prosperous. Governor Merlin states that with the Governor's mansion complete, the next projects are a fully functional pet hospital and animal center, details forthcoming at the next meeting. Governor Merlin concludes his report.

9:48: Governor Craig the Mongbat speaks for Jhelom. Jhelom is returning to normal after all the recent pirate attacks, and Governor Craig hopes that the assault is now behind us all. Trade is getting back to normal. Governor Craig says, however, that several couriers are missing. Governor Craig requests that if any of them are spotted, they be given a swift boot to encourage them to return home, on account of them being a lazy sort. As far as Ziggy is concerned, the agents of Jhelom are still combing through Ziggy's destroyed workshop. They are attempting to analyze burned documents that were discovered, though trying to restore the burnt writings is time consuming. Rather than give a partial, speculative report, Governor Craig requests additional time to prepare a full report for The Crown. His Majesty grants permission for such. Governor Craig suspects the report will be ready by next month's meeting, or if done sooner he will be sure to send it to His Majesty's scribes. Governor Craig concludes his report.

9:55: Lord Cogniac speaks for Serpent's Hold. His Majesty requests that Lord Cogniac make his arrow report brief. Lord Cogniac states that the Hold is in a solid financial place. Despite the lagging treasury in previous years, the Hold's current reserves stand in excess of 1.35p. Lord Cogniac issues the Hold's thanks to the miners of Minoc for clearing the path to Sudiva's beach. The evidence of pirate revelry from the beaches has also been removed. The Order of the Silver Serpent continues to consult with Moonglow and Yew over mongbat infestations. The farmer from Ilshenar, Grandpa Charley, continues to request assistance in removing the abandoned pig farm west of his farm. This being said, Lord Cogniac commences with his S.o.t.A.- State of the Arrows. Due to the pirate onslaught, prices for arrows rose back above 100gp. Once the pirates were vanquished, arrow consumption returned to a more manageable pace, and the Great Reset was able to begin. The Hold was able to successfully Lower The Ceiling, resetting arrow prices across the land to 60 gp. Crossbow bolts were lowered to 40 gp worldwide. The Order proposes a new strategy for controlling arrow prices: rather than hold prices at 60gp, they will be maintained in the 60-70 gp range. Should they breach this upper limit, then arrow prices will be battled back down to 60. The battle against arrow prices had depleted the reserve of arrows severely, dropping from over 1.1 million arrows to near zero. Since then the Order has restored the supply to just above 350k arrows, and they hope to be back above 1m in coming weeks. Furthermore, scouts have reported confirmation of the noises in the Yew woods, and there is also rumor of a potential cult, something about odd fellows in robes mumbling about "The Cube". The current theory is that this may be related to the Conglomerated Mayham Abbatoir corporation, though theories abound that The Cube might be darker and more sinister in origin. Scouts will continue to monitor the situation. Lord Cogniac concludes his report.

10:12: King Blackthorn asks if anyone else would like to say anything, and Governor Rizan mentions that it had been discussed between the Governors that perhaps future arrow reports could be submitted in writing. King Blackthorn thinks this is a grand idea, and requests that instead of verbal reports, that arrow distribution reports be submitted in writing from hereon out. Lord Cogniac accepts the suggestion.

10:17: King Blackthorn adjourns the meeting.
