The primary source of guild funds will be in the form of revenue generated by the departments. The departments that are included in this bill are the Mages Department, Defense Department, Diplomacy Department, and Trades Department.
Each department will collect taxes from each active member every standard week. The amount collected from every active member will be 2,000 gold pieces. The gold pieces are given to the guild treasurer on Saturday before midnight eastern time.
Guild funds are to be kept in ledger form by the treasurer and reviewed with the Royal Court every Monday. A treasury account is to be given to the entire guild at the general guild meeting on Wednesday (or on the day it is held). The treasury account is to include: Revenue received Saturday for taxes, total amounts in the treasury funds (all funds), any disbursements made in the past week, and any voluntary contributions made by individual guild members.
Each department within the guild will be allowed the flexibility to generate funds in whatever way they want, as long as the equivalent of 2k gold pieces are delivered to the treasurer on Saturday.
If a member is given tax exempt status by the department, it is the departments responsibility to make that difference up, and include enough money in their weekly deposit.
Provision 1
A safety provision under the guild funds bill allows for any department head to ask for a treasury balance and access to the ledgers at any time.
Provision 2
There is to be a general treasury fund maintained by the guild treasurer, that holds funds that can be used for legitimate use by any guild department. The department head is the only member who can request these funds. The disbursement request would be given to a guild master, and the guildmaster will approve or deny that request. If the request is approved-it is put into book form and signed by the guildmaster. The book is handed to the treasurer for disbursement.
Provision 3
There is to be a set place for all ledgers to be stored by the treasury department. These ledgers should be in a friended house, so that they can be viewed by any department head, at any time. The ledgers should also be copied every 2 weeks, and copies stored by the royal court, so that they may be used as reference in the future (security).
Provision 4
If a person is not declared tax exempt, and does not pay tax to the department. That person is to be declared as exempt from any department or guild funded events or services. When a judicial system is reinstated, they may also face criminal charges and have to appear before a magistrate.
