Preamble
Having believed it necessary for the improvement of our nations to extricate ourselves from the political bonds of the Protectorate, I hereby propose that we proceed to embark upon a new venture. Let us do this not as single entities but a collective, for we share many common bonds which could not be adequately addressed if linked inseparably to another political institution which largely comprises lands far beyond our borders even unto the Abyss. Not for that reason alone should we wish to remove ourselves, but also that there are marked philosophical differences which we can not, and should not, be forced to employ against other nations for which we have no legitimate quarrel.
Therefore, let us declare our independence from the Protectorate, to form a new government which is based upon trade, not war, that can enable us to focus on the welfare of our own lands, unfettered.
This collective or alliance may hereby to be known as the Maritime Union.
It will develop its own code of laws, officers, and form of government as decided by a democratic process by its members.
Statement of Purpose
The Maritime Union shall operate as an entity based entirely in Trammel and Tokuno. All those who would be members shall seek the welfare of all other members, preferring them in trade, above any and all non-members. In so doing, we shall affirm our commitment to this enterprise, which shall, through undivided loyalty, enable all members to profit foremost and equally through trade, in the development of ideas and ideals, technology, advancements in sciences, both social and biological.
Basic Concepts
The Maritime Union will be a legislative body called the Presidium comprised of a single representative from each city-state, chosen by whatever means each client state deems best, or in keeping with the operations of its current government. These representatives will, in turn, preside as the chair person, or Director, and will hold that position for a tenure of three to six months. After that time, by any chosen allotment, the office shall rotate automatically until all representatives have filled it, upon the conclusion of which, the process shall begin again.
Each representative shall have one vote to cast on any issue.
All items of deliberation shall be decided by a simple majority vote.
Meetings shall be held at least monthly, or bi-weekly, and the location may vary.
